The Project Organization –
a 1 to 1 match to the WBS
The behavior associated with the Project Organization is that of accountability. For true accountability, there should be one and only one owner for each WBS element. Remember, this doesn’t have to be the person who actually performs the work (although it may be); rather, it is the person who is accountable for the work.
