        The reasoning behind this vague “objective” was to avoid
        constraining the contractor’s creativity. Unfortunately, the result
        was to add vagueness and ambiguity. In such cases, you might want to
        break the project into two parts: a first part to consider and propose
        technical solutions, and a second part to design and develop the chosen
        system. 
                  The precision of the objective is in the preciseness of
                    the writing. In this case, neither the customer nor the contractor
                    knew what the product
          was to be. Avoid “buzz words” in objectives. 
                  The result of the initial project is one or more specific
                    proposals with associated cost and schedule estimates. The
                    customer can then evaluate options, make a decision, and
                    initiate a second project to design and develop the selected
